TAG list Permission not working

Problem/Motivation

If you assign some role except administration, edit and delete links are not visible.

Steps to reproduce

1. Set permission of DFP to any other role, except administration.
2. Login using that user
3. Go to Tag list, you will see in Operations column, no links visible

Proposed resolution

Need to change "admin_permission = "Administer DFP" to "admin_permission = "administer DFP"
