Replicate menu_block and menu_bean options so we can replace both of those modules with this one.

I am attempting to replicate the menu_bean module's functionality https://www.drupal.org/project/menu_bean →
The menu bean module relies on the bean module which has been "folded into core", but there is no menu_bean equivalent yet as far as I can tell, and this module fills most of the gaps between the two.

The menu_block module https://www.drupal.org/project/menu_block → has all of the per block functionality that menu_bean had, but menu blocks are not field-able, or embeddable via entity embed because they are configuration entities, which doesn't work for my project's use-case.

Proposed resolution

Add "Expand all menu links" override functionality

Add "Make the initial visibility level follow the active menu item." functionality
