Use "Search and metadata" section as parent for admin interface

Problem/Motivation

Right now the module uses own panel on "/admin/config" page. Instead of using another panel, it's better to respect the existing Drupal panels.

User interface changes

Will be updated a pattern, move into "Search and metadata". Also Will be updated paths.
