How do I limit which roles can set metatags on nodes?

Problem/Motivation

In Drupal 7 there was an additional permission "Edit meta tags", that I believe was responsible for the "meta tags" vertical tab on the node edit form. We had been using this permission to prevent our content editors from changing metatags.

In Drupal 9, the "Edit meta tags" permission is missing, so I have assumed the other Administer meta tags permission is what should control access to the vertical tab on the node edit form. But even though only our developers have access to this setting, all content editors are still able to set metatags on content.

Is there another setting that we can use to prevent content editors from seeing the metatags area on node forms?

STR:
1. Enable the module
2. Configure the use of metatags on content (article node).
3. Update the form display settings for content (article node), and enable meta tags.
4. As a different user WITHOUT the Administer meta tags permission, but WITH the "Article: Edit any content" permission, edit an article node.
5. You will see the "Meta tags" vertical tab, containing all metatag options.
