I am closing this because the issue was not reproducible. If someone can provide an example wizard form that replicates the problem when converted to card, please create a new ticket.
The issue is that after converting multistep webform to cards navigation buttons to next step are "gone". They are in the DOM but they don't appear. Only final submit button works and is visible.
However - using example wizard and converting it to cards works flawlessly.
Comparing structure between my converted webform and example wizard I can't find any differences in structure.
1. create multistep webform
2. convert to webform cards
OR
1. create new form using webform cards
