Pass allowed extensions to enable Uppy validation

Problem/Motivation

Uppy supports allowedFileTypes key in the restrictions array. See: https://uppy.io/docs/uppy/#restrictions
It adds a nice frontend validation and avoids unnecesary backend processing in most cases. I'm attaching a screenshot to show how it looks.

Proposed resolution

Pass along the list of extensions as drupal settings. The js file is already ready for that :)
