Add suggested items to pending jobs

Problem/Motivation

User can't add suggested items to pending jobs when submits translation request form with Submit all 3 translation jobs with the same settings checkbox enabled.

Steps to reproduce

1. Submit content for translation for > 1 language
2. Add suggested items to the TMGMT Job by hitting Add suggestions
3. Check Submit all 3 translation jobs with the same settings checkbox
4. Submit form

As a result, suggested TMGMT Job Items will be added to the TMGMT Job that was presented on the edit form only.

Proposed resolution

Add Add suggestions to all jobs button to the suggestions form only if job queue contains more than 1 TMGMT Job
