I believe this is a work-as-designed case, when using the 2.0.x-dev branch HTML tags are rendered as was requested in the OP.
The description field in core supports HTML tags:
Instructions to present to the user below this field on the editing form.
Allowed HTML tags: <a> <b> <big> <code> <del> <em> <i> <ins> <pre> <q> <small> <span> <strong> <sub> <sup> <tt> <ol> <ul> <li> <p> <br> <img>
This field supports tokens.It would be great if label_help also could do that!
