SOLVED: Apparently this only works by allowing "autocomplete" in the bottom box to find the node nid file to be used
Otherwise it throws an error on save
=> There are no content items matching "/Conditions and Terms of Service".
This is a working alias and it throws the same error for the full path also
The pane does not then show in Order Information or Review page - and the dropdown to change where it shows appears not to work if I change it to Order Information page and change the weight - maybe because it throws the above error
I moved to the DEV version and it fixed the issue above with the patch below

Only because this is a multidomain (Domain Access) site, will this work for now with one terms and conditions page, but I will continue to work at trying to get the patches to work, particularly to show the terms in a scrollable window on the checkout page iitself instead of a link because techically the link format is not legally binding
