Update Documentation about Plan to Sunset D7 Distribution Packaging and the Packaging Allow List in August 2023

Problem/Motivation

I spelled out the challenges with the drush make/allow list packaging of distributions on Drupal.org in #3266927: End Install Profile Packaging on Drupal.org in August 2023 β†’ . This issue has been discussed as part of the bi-weekly Slack meetings of the Distribution Modernization Initiative. The plan is shift from packaging the dependencies of a drupal.make file of Distribution project types to managing just the composer.json file of Distributions as General Projects. Because a packaged version of the project isn't distributed, this would allow us to relax the GPL-2.0 compatibility requirements on Distributions allowing us to close issues like #1449452: Give installation profiles/distributions GPLv3+ license as option for packaged downloads β†’ .

@alexpott and @hestenet have created a public facing information for the Distribution Modernization Initiative at 🌱 Distributions and Recipes initiative overview and roadmap Needs work . We can update documentation to indicate that the distribution project type and drush make packaging are being sunset in favor of the new, general project and Composer.

Remaining tasks

  • Update https://www.drupal.org/docs/develop/packaging-a-distribution/how-to-pack... β†’ (currently links to 6+ year old thread about using Composer for D8 Distributions)
  • Write documentation for how to download an unpackaged distribution and run drush make locally for anyone who has been maintaining a site and applying security updates by downloading the .zip or .tar and SFTP'ing that to their host
  • Identify other places on Drupal.org information about sunsetting distribution packaging should be added
  • Disable packaging-whitelist content type and related Views
