[PP-1] Media Library: Use VBO + views_bulk_edit instead of core views bulk actions

Problem/Motivation

Core Media Library uses Cores Views Bulk Actions field, not VBO + views_bulk_edit, which has a lot more functionality, especially bulk editing media, which is very helpful for example for categorization, tags, ...

Steps to reproduce

Proposed resolution

Replace the default views action field with VBO + views_bulk edit and replace the core views library.

Best would be, if we wouldn't have to make that change, if #3274215: Allow to replace cores views bulk operations without changing the field → will ever be fixed in VBO and simply override the core field widget.
