Turn ui_suite into a module

Problem/Motivation

To improve the developer experience, we need to have a one command install for ui_suite: $ composer require drupal/ui_suite
We also need to have better access to design system's libraries of patterns, styles, layouts and example pages

Proposed resolution

Composer dependencies proposal:
- https://www.drupal.org/project/ui_patterns → : ui_patterns:ui_patterns_library (because ui_patterns_library is also managing discovery)
- https://www.drupal.org/project/ui_patterns_settings → : ui_patterns_settings:ui_patterns_settings
- https://www.drupal.org/project/ui_styles → : ui_styles:ui_styles
- https://www.drupal.org/project/ui_examples → : ui_examples:ui_examples

/design : a new page a design system homepage for easy access to library pages
With maybe a menu link plugin (parent: system.admin_reports):

User interface changes

New link in Drupal Report menu.
