Automated update configuration when adding languages/enabling modules can not be disabled

Problem/Motivation

At times when a new module is enabled - contrib or custom - the language/translation underlying framework searches from translation files in Drupal's repo over FTP/HTTP. This is executed by a batch process which will be triggered either via web UI or drush.
Considering the amount of languages this takes up considerable time and is not strictly needed.

On a previous, separate investigation this looks like the cause of the status page to take long to load.

Proposed resolution

Add to verify if translation.update_config is true before locale_config_batch_update_components and add update_config TRUE on locale.settings.yml and locale.schema.yml set type Boolean.
