The default purge logger channels don't include alert log level

For some weird reason, the log levels include 3 of the highest levels, but not alert. This seems messed up.
All logger channels should have instead of this:

    grants:
      - 0
      - 2
      - 3

this instead:

    grants:
      - 0
      - 1
      - 2
      - 3
