Been a while since the bug report, but here's a patch that should fix the issue.

On my site, I use the Markdown module to allow Markdown text to be entered into my Body field. When I insert an image into the Body field, any lines beginning with > (greater than sign - indicates a blockqutoe) are converted into >. That's slightly annoying.
Figure out what JS code is replacing all > with >. Fix it somehow.
