Allow users to prioritize data order

Problem/Motivation

The module makes an assumption about placing form element data in columns before webform submission metadata. For example, a form element 'email' would appear in column A and webform submission ID would then be in column B or later. This is backwards from the convention in Webform spreadsheet downloads and other export modules. This can lead to confusion when using a spreadsheet download to populate header columns in google sheets.

Proposed resolution

Attached patch makes this choice a setting on the Handler configuration form. The default will preserve the existing setup, so users would have to opt-in by editing their configuration and checking the appropriate box.

User interface changes

The patch adds a checkbox to the handler configuration form to enable the new setting.
