When installing the module on a Drupal 9.3.5 site using composer require drupal/commerce_agree_terms, /admin/modules shows the following notification and doesn't allow the user to enable the module.
This version is not compatible with Drupal 9.3.5 and should be replaced.

I checked the info.yml file and it indeed only listed D8 under Core. I went back to the module page on Drupal.org and downloaded the files manually which I had no issues installing and enabling.
