Recovery the current theme condition plugin

Problem/Motivation

The current_theme condition was excluded from the condition list of google_tag configuration form in the issue https://www.drupal.org/project/google_tag/issues/3085206#comment-13359903 → due to inconsistencies.

Understanding that the current theme tab is inconsistent because there is no option to choose "any" theme, there is a core issue to solve it https://www.drupal.org/project/drupal/issues/2783897 🐛 Drupal Current theme condition plugin should provide an option to select all themes Needs review , the application of this feature avoids discarding the current theme option.

The possibility of filtering by theme is a clear advantage in large projects since it is enough to select the theme you want to use GTM when it is loaded avoiding adding all the paths, for example, if you do not want to use GTM for all the cases that the administration theme is used.
