Switch Google Analytics Module from ~3.0 to ~4.0

Problem/Motivation

Varbase is using Google Analytics version 8.x-3.1
This only supports legacy UA- properties. New sites use the new GA4 and as far as I can tell, you can't create a legacy version on new sites added to google analytics

Proposed resolution

Update to https://www.drupal.org/project/google_analytics/releases/4.0.0 β†’
This is stable and supports the new GA4 projects.

  • Change drupal/google_analytics to ~3.0 || ~4.0 in the composer.json file

Allowing sites to be upgraded to ~4.0 and keep allowing the use of old ~3.0 ( only to ease the automatic upgrade config steps)
