Users are created with the literal username user

Problem/Motivation

I attempt to create a user, fill out the username but the user is always created as user.

Steps to reproduce

1. Visit /admin/people
2. Attempt to create a user, fill out the username textfield.
3. See that the user was created with the literal username user.
