Image widget description does not updated with allowed file extensions when field has unlimited cardinality.
Create a new image field with unlimited cardinality, add "svg" to allowed extensions. Check if the field description is updated on form page.
When unlimited cardinality is used the description needs to be updated in:
$element['#file_upload_description']
