Please enable `mailsystem` module, define defaults there and export configuration. That should do it.

For some reason when I update core, etc. the "Set SMTP as the default mailsystem" reverts to OFF instead of ON. How do I always ensure that it is always defaulted to ON? Not sure why it keeps changing.
