As mentioned in #3259457: Plugin alter hooks → , I would like to create a rules.api.php for Drupal 9+, like we had for Drupal 7.

The primary purpose is to document the hooks defined by Rules. But also, because the Rules API documentation is available on api.drupal.org/api/rules, we can use the rules.api.php to organize and structure this documentation.

This requires a lot of work, but it doesn't require a lot of expertise. I propose to keep this issue open and make incremental commits to add to the documentation - at least up until the point we have a basic outline of what should be in there.
