Make auto sources configurable

Currently auto sources are automatically added, based on the loaded libraries. There is however no configuration to disable these auto sources. This might be an issue in some cases, where libraries might be defined, but never loaded, based on specific configuration of modules. This issue can be demonstrated by installing the webform → module and disabling all the available libraries. The https://unpkg.com host will still be added to the auto source of script-src because the library is still defined, but never used.

I'm here for the concern #3 raised. Thank you #4 for the patch. New to Drupal, so sorry for the noob question, but what's the process for getting the patch adopted into the default module code? I'm not asking how to apply the patch. I want to know how a patch becomes 'core code' for the module.
