Error updating database during install on Drupal 9.x

Problem/Motivation

There is a problem updating the database during install, the database schema does not seem to get extended correctly.

Watchdog shows a warning and an error.

Update Task Shows:
Schema information for module dhtml_menu was missing from the database. You should manually review the module updates and your database to check if any updates have been skipped up to, and including, dhtml_menu_update_8000().

Steps to reproduce

Installing on Drupal 9.2.10 with Composer - composer require 'drupal/dhtml_menu:1.x-dev@dev'
