Paragraph entity reference revision_id being used is not the active revision

We are tracking an issue with paragraph entity reference revisions where an older revision of the paragraph entity is being used for translation. Using the JSON export we were able to identify which revision id was being used, and confirmed that it was not the most recent version.

The structure of the data is a nested paragraph as follows: Content Type > Paragraph Entity Reference > Paragraph Entity Reference.
