domain_laguage module has a 2.x version compatible with Drupal 9. However, the latest version of this module still requires version 1.x, which isn't compatible with Drupal 9. This means this module should probably follow suit and start a 2.x branch as well (or simply declare that it's compatible with domain_language 2.x if that's the case.
