I am getting this pretty randomly when log in and after legal is accepted before the drupal main page.
/legal_accept Symfony\Component\HttpKernel\Exception\AccessDeniedHttpException: in Drupal\Core\Routing\AccessAwareRouter->checkAccess() (line 121 of /var/www/html/site/web/core/lib/Drupal/Core/Routing/AccessAwareRouter.php).
1. install legal
2. enable ask every time when login
3. login with user
4. shows access denied
5. log in again, user gets in
