Remove config on uninstall

When uninstalling the module, the config remains.

- Install the module
- Configure it
- Uninstall the module
- Check the config and notice they are still present

- Ensure the config has a dependency on the module
- Implement a hook_uninstall to delete the config

Tried reproduce this issue on drupal version 9.5.3-dev. I can't able to see this issue on my local site. Made some configuration changes on Mail Safety. Still config removed after the uninstall with out applying the patch.
Issue was unassigned.
