TOC block isn't displayed in the Latest version

Problem/Motivation

If a page is edited and saved as a draft the TOC block isn't displayed in the Latest version tab.

Steps to reproduce

  1. Create a page with a TOC block
  2. Edit the page and Save it as a draft
  3. The View tab (current version of the page) has the TOC block, but it's not shown on the Latest version tab.

Proposed resolution

In the /toc_api/src/Plugin/Block/TocBlockBase.php fix function getCurrentNode() by providing the missing option for entity.node.latest_version route name.
