Large modal exceeds viewport height without scrollbar = actions unreachable

Problem/Motivation

In some situations, the paragraphs modal may behave unexpected and exceeds the viewport height without adding a scrollbar. So it's impossible to save the paragraph.

This can for example easily be reproduced by adding a WYSIWYG text paragraph and pasting many lines. I guess the same can happen in other cases, where the modal becomes very large.

See the attached gif. Created in latest Firefox on Windows with Layout Paragraphs 2.0.x on simplytest.me with Drupal 9.3.0-rc1:

NO scrollbar appears on the right!

This MIGHT be a core issue, but I didn't find one yet or might it be specific to the way modals is used in layout paragraphs?
In the end it's a problem for end-users.

Steps to reproduce

  1. Install Layout Paragraphs in a Drupal Standard installation
  2. Create a layout paragraph type and a text paragraph type (WYSIWYG)
  3. Add a layout and a text paragraph within and paste a long text
