Allow reverting of current revision

Problem/Motivation

As discussed here: #2899719-18: Revision/version language on revision listing page is misleading with content moderation enabled

The Current/Published revision of a node should still be able to be copied to latest (aka reverted). If I am working on new drafts ahead of published, and then I need to make a change based on the existing published version, I should be able to create a new draft based on the published version.

An example would be my page is currently discussing spring topics. I then start creating drafts of my changes for summer. I then realize I need to make a quick edit to spring. I copy spring to be the latest version, I make my changes and publish. I then copy summer back to latest version and continue my work.

Proposed resolution

Allow the current revision to be "reverted". I propose the label for this operation should be "Copy as latest revision" to align with the changes proposed in #2899719: Revision/version language on revision listing page is misleading with content moderation enabled
