Update project_analysis_d10 job to run on PHP 8

Problem/Motivation

Once #3252136: [D8 EOL] Remove project_analysis job (Drupal 8 to 9 mass compatibility checks) once Drupal 8 releases are marked unsupported → happens, the project_analysis_d10 job can be turned to run on PHP 8, so we start failing for projects that are not yet PHP 8 compatible.
