Content type creation interface uses link and button, rather than select tag

Problem/Motivation

The admin interface for adding a new Content type presents in the visual interface an input element that is styled to appears as a selection type. But it is actually a list of a link and a button, and so comes across as such in the aural interface when using JAWS. I think the goal you are after is a "select only combo box", which gets created in the aural interface when using a SELECT tag
