Allow order of alerts to be configurable

Problem/Motivation

My client has requested the alerts show up as most recent at the top of the list. This seems like a reasonable idea and i would think the more standard use case. Shouldn't this be a configurable option?

If you think this makes sense i can write up the patch; but for now, as this has been committed: #3246436: Allow SitewideAlertManager to be extended. → i can simply add an array_reverse() in my method override to do this.
