Sometimes you do not want to allow users to delete or drag a certain block. For example if you want to keep a news block sticky at top. This should be configurable in the overview page by additional checkboxed per block.

We should at least allow to code this via hooks + JS architecture. Results have to be checked server-side to prevent client-side manipulations.
