When this module is enabled I cannot set user role as user/1

Problem/Motivation

"admin" user with ID = 1 must always have every permission on the website

Steps to reproduce

1. Install the module
2. Edit or create new accounts
3. You should be able to assign roles to accounts, however the are where roles are selected doesn't show up. I must user/1 account and explicitly assign role a with permission to assign other roles.

Proposed resolution

Handle user/1 in a special manner.
