Setup config split example

Problem/Motivation

Config split would be great to setup so we have a working example and splits for development related environments. At a minimum we should start with a local versus production split.

Steps to reproduce

When working locally you should see local config, when working on a remote site you should see production related config.

Proposed resolution

Setup config split using:

Config_split name = Pantheon Environment name
------------------------------------------
Default = Live
Test = Test
Dev = Dev
Local = Lando
