Fail gracefully if composer dependencies unmet

In #3053018: Fix previews of SVGs that have no width / height attribute → @paintingguy and @Haessler reported issues using this module without composer.

Update the code to fail gracefully if the required svg-sanitize library is not present.

This issue is Composer-related and it is not solved by adding Ludwig integration.

Re #7, no one has answered @mandclu's question in #4 whether the composer issue is resolved with an additional manual composer require "enshrined/svg-sanitize".
