There is no caching for openweather blocks

Every block has a max-age of 0. see https://git.drupalcode.org/project/openweather/-/blob/c675cdd78ec5880107.... this means that the api for both openweather and geonames are hit upon every request.

Set at least a 1 minute cache for those blocks that display the time.
