After the standard 14-day waiting period from this issue being opened, and if an existing maintainer has not closed it, this project becomes eligible for new maintainers. Those new maintainers will not need to wait for existing maintainer approval.

It's been a while, but if you would like to go ahead with this you'll need to change the "Project" field on this issue over to "Drupal.org project ownership (2209259)" to trigger a review by moderators.
I am closing this issue, since it has been created about three years ago, and no maintainer has been successfully added using this issue.
