Add edit/remove permissions to InlineBlockTypeInLayoutPermissions

Problem/Motivation

For our situation editors are not allowed to remove blocks of a specific type in some layouts. Since we already have block_reorder and block_add in InlineBlockTypeInLayoutPermissions, we could easily add block_config and block_remove for more flexibility.

Proposed resolution

Add block_config and block_remove in InlineBlockTypeInLayoutPermissions for more flexibility.
