Missing schema for svg_image_responsive submodule

Problem/Motivation

Using SVG Image Responsive raises error (svg_render_as_image & svg_attributes are missing) on config inspect, as the formatter uses responsive_image from core by default.

Proposed resolution

Create a new config schema to describe config parameters of SVG Image Responsive, like what was done here #3023212
