Define governance model

Problem/Motivation

Rules around decision making in open-source projects is oftentimes unspoken, implicit and thus unclear. Additionally, models like "meritocracy" and "do-ocracy" sometimes lead to developer-centric decisions at the expense of the end user or other audiences.

By making our governance, vision and values explicit we can work transparently and with intention.

Proposed resolution

A GOVERNANCE.md file that documents our governance model, vision and values.

Remaining tasks

1. Draft GOVERNANCE.md
2. Revise based on community feedback
3. Maintainers finalize the document
4. Commit the doc to the repository and add it to the end user documentation.
