Allow Per-Group Dispatcher Settings

Problem/Motivation

Users can only select whether or not to get dispatched on a dispatcher level; however, there are use-cases where a user might want some and not others (for example, 10 different types of Email notification, user only cares about a few of them)

Proposed resolution

Add a user setting per-group, per dispatcher. This setting would get trumped by if they have disabled the main setting.
