Allow lossless WebP instead of PNG

Problem/Motivation

PNG has long been a useful format for lossless images. But WebP supports lossless as well. According to one source, lossless WebP files are 26% smaller, while still providing transparency and lossless quality, but load more quickly. More detailed data is available at developers.google.com.

Proposed resolution

libgd has just added support for lossless WebP. Now, this support will be released in PHP 8.1.

As I write this, WebP is supported in 96% of browsers - all major browsers except for older versions of Safari and except for Internet Explorer.

I'd like to suggest that lossless WebP be added as an option for lossless images alongside PNG!
