Add co-maintainers for Configuration Synchronizer and related modules

Problem/Motivation

There has been a small uptick recently in reported usage of Configuration Synchronizer and related modules. As the primary maintainer, I have limited availability and am currently less involved in Drupal development. To help ensure ongoing support of the module set it would be valuable to have additional maintainers, particularly from organizations using the module set or from companies providing services to those organizations.
