Add background image CSS as a static utility or a twig filter.

Please review draft merge request to determine if the proposed approach has merit.

We should look into making that CSS Generator a utility class with static methods instead of a service since it looks like its methods could be static.
Similar to core's utility classes.
It's methods could then be used statically without needing to define/inject it as a service.
