Deleting user account reverted all content authored by user to old revisions

Problem/Motivation

While cleaning up user accounts from an environment and deleted some users from our application. When deleting, Drupal reverted all content originally authored by this user to prior revisions, bypassing all workflows for pushing content live. It also created multiple extra revisions in the log to choose from.
This happened to multiple pages & content types.

Steps to reproduce

  1. Select user and "Cancel Selected User Account"
  2. Select "Delete the account and make its content belong to the Anonymous user."
  3. Check Revisions of content that User Authored
  4. See this action has reverted all content originally authored by this user to prior revisions, bypassing all workflows for pushing content.
