Currently this module seems to provide only a way to migrate files to media from the same database (for example when you're upgrading an old 8.0 site to a new Drupal 8.5+/9 using media).
Like other migrate source modules provide a way to plug an external database using the key parameter, for example:

The main goal of the module is to migrate file entities to media entities on the same site.
We can't be sure about the structure of the external DB.
But if you need it, you can check examples of such migration from D7 to D9 - migrate_file_to_media_d7_d8 module.
